Kolluri
With over 25 years of experience in affordable housing and community and economic development in both the public and private sectors, Kolluri has extensive knowledge and experience in management and operations and in the execution of affordable housing policy and programs and financing transactions.
Recently named Head of Affordable Housing Lending at M&T Bank, Kolluri is responsible for the development and execution of the Bank’s affordable housing strategy, and the allocation of Bank’s balance sheet to affordable housing transactions. Prior to this role, Kolluri was Senior Vice President with M&T’s Commercial Real Estate (CRE) Innovation Office, leading strategy for the Bank’s CRE Transformation Initiatives. Before joining M&T, Kolluri was with HUD where she served as the head of the Federal Housing Administration (FHA) overseeing $1.2 trillion in insured mortgages and leading 2800 employees. She also oversaw HUD’s Office of Housing which includes the Offices of Manufactured Housing, Multifamily Housing and Housing Counseling.
Prior to FHA, Kolluri served as the Chief Development and Operating Officer for the Philadelphia Housing Authority (PHA), the nation’s fourth largest housing authority, where she led and managed teams across six major operating divisions. She directed the development and the construction of major affordable housing and community revitalization projects, oversaw PHA’s inventory of public housing units, and managed the provision of resident services to families residing in public and Section 8 housing.
Prior to PHA, Kolluri served as Vice President for Operations at Pennrose Properties, a national affordable housing developer, providing strategic direction and guiding the operations of the company. She led the development and implementation of the company’s strategic plan and managed Pennrose’s development team.
Kolluri previously served as Deputy Chief of Staff to HUD Secretary Shaun Donovan, responsible for the management, coordination and rollout of major policy and program initiatives to advance HUD and the Obama Administration’s housing and community development goals.
Kolluri has also held senior level positions in New Jersey state government, including serving as Assistant State Treasurer for Governor Jon S. Corzine, and Director of Housing, administering one the nation’s largest Housing Choice Voucher program and $500 million in federal and state-funded affordable housing programs.
Kolluri began her career in affordable housing at the Fannie Mae Foundation as a Senior Program Officer where she worked on policy initiatives and developed research-informed national grant programs to expand homeownership in low-income communities.
